BC PNP Draw welcomed skilled workers, Graduates and Entrepreneurs

BC PNP Update: A sum of 222 specialists, worldwide graduates, and business people have been welcome to apply to the British Columbia Provincial Nominee Program (BC PNP) in the region’s most recent migration draw, which occurred on April 19, 2017. Of these Invitations to Appy (ITAs) issued, 16 were to Entrepreneur applicants. The staying 206 were issued to competitors in five sub-classes overseen through the Skills Immigration Registration System (SIRS). People who got an ITA from BC are presently in a position to present an application for a common designation endorsement, with which they may then apply to the national government for Canadian changeless inhabitant status.

The SIRS is a focuses based framework that positions and chooses qualified competitors over a scope of sub-classes. At the point when a qualified competitor enrolls through SIRS, he or she is allocated a focuses score and enters a choice pool for the classification in which he or she has enlisted (hopefuls may enlist under one class as it were). Beat positioning hopefuls are issued ITAs in intermittent draws directed by the territory. Note that the ITA as for the BC PNP is distinctive to the ITA issued at the government level in an elected Express Entry draw.

Express Entry draw 60: The Lowest CRS Score required Till Date

Express Entry draw 60: The Comprehensive Ranking System (CRS) points needed by an applicant under Canada Express Entry  has gone down to the lowest ever figure with increasing rate of invitations sent. On 19 April 2017, around 3,665 applicants having 415 or more CRS score achieved an ITA.

Applicants who attained an ITA are allowed to apply for Canadian permanent residency through Immigration, Refugees and Citizenship Canada (IRCC). Family members who are going to accompany the primary applicant such as spouse or common-law partner, dependent children are also eligible under Canada PR visa to reside in Canada.

Applicants who want to submit their application for Canada permanent residency under one of the program named, Federal Skilled Worker Class (FSWC), Federal Skilled Trades Class (FTSC), or Canadian Experience Class (CEC), should first submit their profile in the Express Entry pool of Candidate. After this each individual will be given a CRS score depending on the factors such as age, education, work experience, language capability etc. All profiles are ranked in the Express Entry pool on the basis of their CRS score, and then IRCC periodically organize Express Entry draws in order to invite the highest-ranking profiles from the pool to apply for Canada Permanent Residency.

MEDIUM AND LONG-TERM STRATEGIC SKILLS LIST – (2017-18)

The MTSSL or the Medium and Long-Term Strategic Skills List is a list, published by the Australian government, of occupations that qualify for consideration as part of an Applicants Australian Visa Application.

The list used to be referred to as the Australian Skilled Occupations List (SOL) but for whatever reason (perhaps there weren’t enough acronyms) the Australian government made the decision to present the updated list which they called the MLTSSL,

If you are looking to emigrate to Australia under one of the skilled Visa Schemes, you will need to have an occupation posted on the MLTSSL.

Occupations on the MLTSSL

Occupations that appear on the Medium and Long-term Strategic Skills List (MLTSSL) are listed below in alphabetical order for ease of reference. It’s not the easiest of lists to follow so please take note of the comments at the beginning of the list that explain the purpose of some of the asterixis and other notes.

Please Note:

1) Caveats apply to certain occupations on these lists which exclude the use of the occupation in certain circumstances for the Temporary Work (Skilled) visa (Subclass 457) programme.
Caveats are indicated via ‘*** asterisks’. For specific information about each caveat – see the legislative Instrument page on the Australian Governments website.

2) Certain occupations on the MLTSSL are flagged with a double Asterix which means that these occupation types are restricted to applicants applying under certain visa classes only. The occupations indicated via ‘** asterisks’ are only available for the following visa programs
Skilled – Independent (subclass 189)
Temporary Graduate (subclass 485)
Skilled-Regional (Provisional) (subclass 489), if the applicant is not nominated by a State or Territory government agency.

If you need further information about the flagged occupations – see the legislative Instrument on the Australian government website

3) Applicants who require a skills assessment as part of their visa application must contact a relevant assessing authority directly to obtain a skill assessment. The assessing authority will provide all necessary applications forms and associated information relating to the assessment. There will be a charge by the assessing authorities for the assessment.

The Medium and Long-term Strategic Skills List (MLTSSL) contains 183 occupations.

SHORT TERM SKILLED OCCUPATION LIST – STSOL (2017-18)

The Consolidated Sponsored Occupation List (CSOL) is now been changed to the new Short-term Skilled Occupations List (STSOL) and will be updated on every six months depending the Department of Employment’s advice.

The Consolidated Sponsored Occupation List (CSOL) will also be renamed as the new Short-term Skilled Occupations List (STSOL) and will be updated every six months based on advice from the Department of Employment.

The occupation lists that underpin the 457 visa will be significantly condensed from 651 to 435 occupations, with 216 occupations removed and access to 59 other occupations restricted. Of the 435 occupations, access to 24 occupations has been restricted to regional Australia (e.g. occupations relating to farming and agriculture).

The Short-Term stream will include the following criteria:

1) Renewal: Capacity for visa renewal onshore once only.

2) Occupations:

For non-regional Australia, the STSOL will apply.
For regional Australia, the STSOL will apply, with additional occupations available to support regional employers.

3) Genuine entry: A genuine temporary entrant requirement.

This lists will contain occupations that have been assessed as being of high value to the Australian economy and aligning to the Government’s longer term training and workforce strategies.

The maximum duration of 457 visas issued from this date for occupations that are on the STSOL will be two years.

The Short-term Skilled Occupation List (STSOL) contains 268 occupations

AUSTRALIAN GOVERNMENT ABOLISHING 457 VISAS

The government will replace skilled 457 visas with a new category to give Australians priority for Australian jobs, Malcolm Turnbull said in a shock announcement on Tuesday.

Turnbull used Facebook to announce the policy, which he said would “put jobs first” and “Australians first”, signalling a reduction in the occupations available to skilled foreign workers and raising the threshold to qualify.

“Australians must have priority for Australian jobs – so we’re abolishing the [class] 457 visas, the visas that bring temporary foreign workers into our country,” he said.

“We’ll no longer let 457 visas be passports to jobs that could and should go to Australians.

“It’s important that businesses still get access to the skills they need to grow and invest.

“So the 457 visa will be replaced by a new temporary visa specifically designed to recruit the best and the brightest in the national interest.”

Turnbull said the new visa would “better target genuine skills shortages” and would include new requirements such as previous work experience, better English-language proficiency and labour market testing.

He said the government would establish “a new training fund” for Australians to fill skills gaps.

“Our reforms will have a simple focus: Australian jobs and Australian values.”

Currently 95,758 people are in Australia on a 457 visa. The highest proportion of foreign workers came from India (24.6%), the United Kingdom (19.5%) and China (5.8%).

At a press conference in Canberra, Turnbull said the 457 visa system needed to be replaced because it had “lost its credibility”.

It would be replaced with a new temporary work visa, available for two or four years, requiring visa-holders to have two years’ work experience, a criminal record check, and “in the majority of cases” mandatory labour market testing.

For the two-year stream, Turnbull said a broad list of occupations would be eligible but there would be a “substantial reduction”, removing more than 200 jobs from the list.

The immigration minister, Peter Dutton, said the list of eligible jobs would be “even tighter” for the four-year visa. Those workers will also require “a higher standard of English”, Turnbull said.

The arrangements will be grandfathered, meaning current 457 visa-holders will be unaffected.

Quebec Skilled Worker Program is reopening for fresh candidates

Gazette Officielle du Québec announced their decision saying that Quebec Skilled Worker Program will reopen for 5,000 fresh applicants within upcoming 12 months, i.e. before March 31, 2018. The decision was made on March 30, 2017. The fresh applications will be accepted during the intake period occurring before March 31, 2018. The exact dates are yet to be announced.

Quebec skilled worker program (QSWP) is specifically constructed to select skilled foreign candidates on the basis of their ability to establish economically, after their immigration to Quebec. Skilled Immigrants who wish to settle within Quebec are examined under an organized system. Quebec Skilled Worker Program works on a first-come, first-served basis, compared to the EOI system which became famous within many Canadian provinces, and also at the federal Immigration level.

Candidates for Quebec Skilled Worker Program are assessed through a unique point based system which is based upon several selection factors like area of training, work experience, age, language proficiency in French/English, relationship with Quebec (any visits or family), and factors of the applicant’s spouse. Following the selection, the candidates are issued a Quebec selection certificate which eventually takes them to the Canadian Permanent Residency (Immigration) Visa. The Candidates must complete the medical and criminal record checks prior their application to CIC for Canadian Permanent Residency Visa (Canada PR Visa).

There is no need for a prior job offer under QSWP, but one can score additional points for a valid employment offer in Quebec.

Updated Reforms in the QSWP

Recently, the Quebec government made some improvements in the QSWP points system:

  • For Single applicants: minimum score requirement is changed from 49 points to 50 points.
  • For Married applicants: minimum score requirement is changed from 57 points to 59 points.
  • Points awarded for particular areas of training have under gone some alterations. Points for (section A) areas of training changed from 16 points to 12 points.
  • The areas of training scoring 12 points are changed to 9 points.

The above mentioned reform will be applied on the applications submitted on or after March 8, 2017.
