Ontario Issues Latest Express Entry Invitations With Cut-Off Points As Low As 350

The draw conducted on 9th of August was the first via Ontario’s Human Capital Stream since March

The latest draw through the Ontario’s Human Capital Priorities Stream organized on 9, August 2018 gave 947 invitations to those who applied under the Express Entry with CRS Points as low as 350.

According to the Ontario Immigrant Nominee Program (OINP), the CRS score range for this draw was between 350 and 439, and the candidates issued Notifications of Interest (NOIs) submitted their Express Entry profile between 1st of January and 9th of August 2018. The Express Entry candidates chosen in the draw must have a job offer in the Ontario province.

By virtue of the Human Capital Priorities Stream, the OINP can look for the promising candidates in the Express Entry pool who can fulfill the stream requirements. Generally, these requirements are that an Express Entry candidate has to get 400 CRS points or more. While the targeted draws like this and the one conducted on 26, March 2018, both of them have waived the requirement for getting 400 points or above in favour of the proficiency in the French language or a job offer.

A job offer is not usually required for a candidate under the Human Capital Priorities Stream. The eight draws conducted through this stream in 2018, and the six ones out of them didn’t have the requirement for a job offer.

Ontario didn’t mention that the offer was in a specific field or occupation. The province has given targeted NOIs to those candidates having work experience in Select Information Communication Technology Occupations.

The candidates of the Express Entry receiving a provincial nomination for the Canada Permanent Residency from Ontario are given 600 more points, which will add more to their CRS score. It is almost a guarantee to get an Invitation to Apply (ITA) in any future draw from the Express Entry pool.

The prospective immigrant issued an NOI in the latest draw (held on 9 August) has 45 calendar days to apply for a provincial nomination certificate from the Ontario Province.

French-Speaking Skilled Worker Stream Gives Invitations Too

There is another Ontario’s Express Entry-linked Stream called the French-Speaking Skilled Worker Stream (FSSW) that also issued invitations.

14 invitations were given to Express Entry candidates via the FSSW stream. French-Speaking Express Entry candidates were chosen who were eligible either for the Federal Skilled Worker Class or Canadian Experience Class having proficiency in the English language with CLB 6 or more. The candidates must fulfill some other unique provincial criteria.

The FSSW stream doesn’t need a minimum CRS Points like the Human Capital Priorities Stream. The candidates got an invitation through the FSSW Stream on the 9th of August who submitted their Express Entry profiles from 1st of January to 9th of August 2018. Ontario has conducted 9 FSSW invitation rounds and issued NOIs to 277 Express Entry candidates.

279 NOIs have also been issued by Ontario to Express Entry candidates by means of its Skilled Trades Stream in two draws conducted in this summer season. This stream is for a skilled worker having a valid Express Entry profile and is eligible for the Canadian Experience Class and has sufficient work experience in an eligible skilled trade, among other criteria.

The Ontario province has now given 3,534 NOIs by means of the Human Capital Priorities Stream this year and 931 NOIs via the French-Speaking Skilled Worker stream. Apart from these two, Ontario has issued 1,006 NOIs via the Skilled Trades Stream.

If you want to get an NOI through any of the programs mentioned above, you first need to know whether you have the required eligibility to put your profile in the Federal Express Entry pool. The Express Entry system deals with the candidates’ profiles in the Federal Skilled Trades Class, Canadian Experience Class, and Federal Skilled Worker Class.

Improvement In The Canada Immigration Processing System

A new system is introduced and will be implemented for the processing of some Canada permanent residency applications which have either been received on the 31st of July 2018 or after that.

From now, the IRCC (Immigration, Refugees, and Citizenship Canada) will offer some Canada Permanent Residency (PR) applications new processing times which are faster and modern and not based on historical data.

The IRCC declared in a press release which was published on the 9th of August, 2018 that the new projected processing times system will be used for the types of applications for the Canadian Permanent Residence given below:

  1. Provincial Nominee (Non-Express Entry)
  2. Sponsorship of Parents and Grandparents
  3. Quebec Skilled Worker
  4. Humanitarian and Compassionate Cases
  5. Start-Up Visa

Those candidates who applied to the programs mentioned above can see how much time their applications are supposed to consume via the projected processing time (under normal conditions) specific to the day they apply. The IRCC has firmly decided to update processing times monthly. According to Canada’s immigration minister, this update is very important to make us sure that our immigration processing times are as precise as possible and to assist clients in preparing for moving to Canada if their applications are accepted.

The following list shows processing times for the future candidates who have not applied so far:

Type of Application Processing Time
Provincial Nominee (Non-Express Entry) 15 to 19 Months
Sponsorship of Parents and Grandparents 20 to 24 Months
Quebec Skilled Worker 15 to 17 Months
Humanitarian and Compassionate Cases 22 to 36 Months
Start-Up Visa 12 to 16 Months

The processing times listed above were checked on 10, August 2018.

Difference Between Projected Processing Time And Historical Processing Time

Before the change, the IRCC’s forecasting of the all the applications for the Canadian Permanent Residence (PR) was according to the historical data.  It means that the processing time of an application was decided as per the fact that how much time the IRCC took to process 80% of the applications in the past year. On the contrary, the new projected processing time will be dependent on the existing number of applications pending for processing and how fast the IRCC thinks to process 80% of the pending applications. Mostly, the processing time of an application begins from the very day when the IRCC gets an application and the end is when a decision made about the application. When an applicant submits an application by mail, the processing of the application begins when this application reaches the IRCC mailroom. And, if applied online or in-person at a recognized service point, the processing starts when the application is submitted to the immigration authority.

Faster Processing Times and Dealing With Pending Applications

The target of the IRCC is to provide much better service to all its Permanent Residence clients by virtue of this new processing time method and to pay the proper attention to the applications for Temporary Residency Visa of the prospective immigrants willing to visit, study, or work in Canada.

The goal of the IRCC is to keep searching for the new better methods to process applications, maintain better customer service and complete the allocated admission targets according to the Multi-year immigration levels plan.

Generally, the following factors are considered when an application is processing:

  1. The kind of application received
  2. The application is complete or not
  3. How fast the IRCC is supposed to process the application in the system
  4. How fast and easily the information of the applicant can be verified
  5. How much time the candidate consumes to reply to any concern or request
  6. Some other necessary factors
