Those candidates who applied to the programs mentioned above can see how much time their applications are supposed to consume via the projected processing time (under normal conditions) specific to the day they apply. Quebec’s New EOI System

Quebec will now accept applications under the new express entry style visa from 2nd August 2018, as mentioned in announcement of Quebec Immigration on 4th July 2018. This means that the process has already began. Initially on 3rd July 2018, David Heurtel the provincial nominee minister made public the policies of same on twitter.

This new system will replace the current first come first serve system of application processing of Expression of Interest System of Quebec. This is done in order to reduce the application processing time to less than 12 months. Candidates who are interested in Quebec Skilled Worker Program have to initially submit an online Expression of Interest profile to Quebec Immigration Ministry.

Eligibility

To be eligible for the new Quebec EOI system, the candidates have to fulfill few conditions and gain points under the Quebec Immigration Points Calculator for the following factors.

Changes in Quebec Immigration Investor Program (QIIP)

Quebec Immigration Investor Program has also undergone some changes  under the new Quebec EOI system.

  • The new minimum net worth is CAD 2 million as compared to previous CAD 1.6 million.
  • New Minimum investment is CAD 1.2 million as compared to previous CAD 8,00,000.

QIIP Eligibility

There are some eligibility conditions a candidate needs to fulfill in under the Investor Program of Quebec in order to proceed further.

Following are those Eligibility Conditions:-

  • Candidates must intend to settle in the Quebec.
  • There should be an investment of atleast CAD 1.2 million from the candidate side into a passive government guaranteed investment for a period of 5 years bearing no interest.
  • Candidate’s work experience should be atleast of 2 years within 5 years of filing the visa.
  • Legal net worth of the candidate should be atleast CAD 2 million.

Quebec Experience Class Changes

The Quebec Experience Class or PEQ had also undergone with some recent changes. The new Expression of Interest (EOI) system of Saskatchewan took off from 16th July 2018. The draws for the SINP Expression of Interest (EOI) would be held on 19th September 2018 and 21st November 2018 as per the announcement by Saskatchewan government.

Candidates planning to immigrate to Saskatchewan under the Express Entry and its sub categories ought to register online on SINP online registration system with the completed EOI profile. Then after this the eligible candidates are invited, through Express Entry pool, to apply for SINP.

There are some factors that are considered while ranking the candidates under the EOI pool. Candidates have to fit in these requirements in order to get the invitation.

  1. Candidates with highest point score are identified.
  2. If the candidates have equal scores, then the candidate who has the connection with the Saskatchewan province will be given first preference.
  3. Then after considering both the above points the candidates who possess highest work experience and language score are considered above the other candidates.

The upgradation over the previous first come first serve model is that now the candidates who are issued  Invitation To Apply (ITA) is provided with 60 days or 2 months of time to submit their SINP online application.

Drop in Comprehensive Ranking System (CRS) Score to 441

As per the new updation issued by the Canadian government dated 25th July 2018, the Comprehensive Ranking System (CRS) score has been dropped to 441 from 442 under the Canada Express Entry. For this reason Canadian government issued 3750 invitations to apply for Canadian Permanent Residency in a new express entry draw held on 25th July 2018 which in turn brought July total to 7500. This has made this July by far the best one in terms of Invitation to Apply (ITA) since the Express Entry was introduced in 2015.

The issuing of Invitation to Apply (ITA) has seen an upward flow in this year and the trend will continue this year till the target is not achieved.

Quebec Skilled Worker Program is reopening for fresh candidates

Gazette Officielle du Québec announced their decision saying that Quebec Skilled Worker Program will reopen for 5,000 fresh applicants within upcoming 12 months, i.e. before March 31, 2018. The decision was made on March 30, 2017. The fresh applications will be accepted during the intake period occurring before March 31, 2018. The exact dates are yet to be announced.

Quebec skilled worker program (QSWP) is specifically constructed to select skilled foreign candidates on the basis of their ability to establish economically, after their immigration to Quebec. Skilled Immigrants who wish to settle within Quebec are examined under an organized system. Quebec Skilled Worker Program works on a first-come, first-served basis, compared to the EOI system which became famous within many Canadian provinces, and also at the federal Immigration level.

Candidates for Quebec Skilled Worker Program are assessed through a unique point based system which is based upon several selection factors like area of training, work experience, age, language proficiency in French/English, relationship with Quebec (any visits or family), and factors of the applicant’s spouse. Following the selection, the candidates are issued a Quebec selection certificate which eventually takes them to the Canadian Permanent Residency (Immigration) Visa. The Candidates must complete the medical and criminal record checks prior their application to CIC for Canadian Permanent Residency Visa (Canada PR Visa).

There is no need for a prior job offer under QSWP, but one can score additional points for a valid employment offer in Quebec.

Updated Reforms in the QSWP

Recently, the Quebec government made some improvements in the QSWP points system:

  • For Single applicants: minimum score requirement is changed from 49 points to 50 points.
  • For Married applicants: minimum score requirement is changed from 57 points to 59 points.
  • Points awarded for particular areas of training have under gone some alterations. Points for (section A) areas of training changed from 16 points to 12 points.
  • The areas of training scoring 12 points are changed to 9 points.

The above mentioned reform will be applied on the applications submitted on or after March 8, 2017.
